Making PERIN Fairer for People Experiencing Financial or Social Disadvantage
This 2004 submission to the Victorian Parliament Law Reform Committee Inquiry into Warrant Powers and Procedures makes 23 recommendations to make the PERIN system more fair, effective and efficient for people experiencing financial or social disadvantage.
Fines and Disadvantage
This 2003 submission to the Victorian Government examines the issue as to why financially and socially disadvantaged people and people with 'special circumstances' are disproportionately susceptible to being fined, particularly for public space, public order and public transport infringement notice offences.
It also examines the issue as to why many financially and socially disadvantaged people do not pay outstanding fines and the mechanisms pursuant to which unpaid fines are enforced against them.
The submission recommends that policies and procedures be developed and implemented to ensure that people experiencing financial and social disadvantage receive appropriate social services to address the underlying causes of so-called 'offending behaviours'. This is a far more appropriate and constructive response than fining people for such behaviours.
