In May 2002, the Clinic made a submission to the Inquiry into the Vagrancy Act 1966 (Vic).
The submission examines the impact of begging, consorting and loitering provisions of the Vagrancy Act on people who are homeless or at risk of homelessness. It concludes that the provisions disproportionately and detrimentally impact on this group of people. The submission makes recommendations in relation to appropriate legal and social responses aimed at addressing underlying causes of begging, consorting and loitering.
