PILCH and Liberty Victoria are currently investigating the feasibility of establishing a special human rights legal centre to conduct and facilitate strategic litigation to promote the implementation of international human rights in domestic law and policy.

A PILCH/Liberty Victoria Working Group, comprising Chris Maxwell QC, Phil Lynch, Emma Hunt, Paula O'Brien and Afrooz Kaviani, have prepared a Human Rights Legal Centre Discussion Paper for comment and review.
